At least the frontends which are provided by openSUSE /usr/bin/scanimage, /usr/bin/xsane, and /usr/bin/skanlite link with /usr/lib[64]/libsane.so.1 which is a symbolic link which ponts to the actual dll meta-backend library so that the openSUSE scanning frontends neither need /usr/lib[64]/libsane.so nor /usr/lib[643]/libsane.la. I don't know about libgphoto2.
