Yes, I would say so. Actually two.

  kernel-default-devel-5.3.18-57.3.x86_64.rpm
  kernel-devel-5.3.18-57.3.noarch.rpm

are missing in metadata for

Yes, but all these update kernels already have -59 versions. I don't think
metadata is missing there. I've seen a lot of these update kernels in "zypper
packages" output for this sle repo.
