What version of btrfsprosgs allowed you to create the file system at all?

I get:

vm-21:/home/jeffm # parted /dev/vdh resizepart 1 50mb
vm-21:/home/jeffm # mkfs.btrfs -f /dev/vdh1
btrfs-progs v4.13.2
