It's because it can only deal with the data it gets from the rpm database.

The ssh_config and sshd_config have been moved from /etc to /usr/etc, that's
why  rpmconfigcheck cannot see the .rpmsave files in the old location.

Unfortunately I can't think of a way to fix this in rpm. (The openssh package
could move the rpmsave files when doing the update, though)
