Ok... testing things.

I created a new user, and there indeed LO has a menu.

"Action Buttons" I just added now to be able to switch user for this report.


"Appmenu Plugin" is there, but does not display anything. Removing. And now
LibreOffice gets a menu! :-O

I must have added it, but I don't know why. I was probably looking for
Applications Menu. As it doesn't display anything, I thought that it was not
really added and tried another "menu", till I found the correct one
(Applications Menu).

Then maybe that plugin (Appmenu Plugin) is faulty? It doesn't display anything,
nothing says it is there, except clicking there once I knew it was in that
area, and can not be configured: the only options are move and delete.
