I don't know but I expect UTF-8 to be requested.

At least for Yast in textmode, Gabi was doing refactoring startup scripts
like a half year ago so we better ask her. She also knows about which encoding
is supported.

Considering the use-case from PM, I don't think that we have any that would
state what should be supported and what is out of scope and I also don't know
about any documentation related to encoding.
