I downloaded the current grub.efi from <http://download.opensuse.org/tumbleweed/repo/oss/EFI/BOOT/grub.efi> and copied it to /boot/efi/EFI/opensuse. With that I was finally able to boot Windows with SecureBoot enabled, so for me at least it is now fixed. Thanks to everyone who worked on this!
