I asked multiple questions in comments 6 and 7 and got no response for nearly
a month.

As I pointed out, those repos have been "affected" for a decade or longer,
only that it now affects a few more packages than before.

It does only affect packages that build against the Factory repo. This logic
goes in-depth into the OBS, Factory and rpmlint implementation. I did not
implement this logic, I just extended its use.

When you have any constructive suggestion on how to improve the situation you
are welcome to discuss it on the mailing list and not just with me, because I
did not come up with the way this works, it's a community effort.
