I would prefer not to, but if there is a very good reason and you can get it
reviewed into Factory...

For the devel project this does not matter, neither does it matter for an
initial package hub package. But we cannot do downgrades for stable version
maintenance. In other words, zypper vcmp must show a newer version for the new
package.
