Appart of what Lukas already mentioned and as commented in #2, using the CDATA
was a workaround for SLE-15-SP2 but with the new XML parser (SLE-15-SP3) [1] it
should be possible and even better to use an empty list like:

<services config:type="list"/>

I have not tested it, so if you find any issue with that I will try to
reproduce.
