Could you provide the X11 logs when booting with 99-fbdev.conf? If starting manually you should see them, if not they should be in /var/log/Xorg.0.log or ~/.local/share/xorg/Xorg.0.log. Also, what GUI are you using? (xfce, gnome, kde, etc...)
