Comment # 2 on bug 929565 from Stefan Dirsch

If you get this kind of error, you either have no $DISPLAY set, wrong $DISPLAY
set or no permission to access it. I assume it works for any other X
application in the same terminal and shell? For me this sounds more like a bug
in steam.
