Gerbera requires taglib>=1.12, but on Leap 15.5 version 1.11 is provided.

Installing a package from a devel repo (multimedia:apps in this case) is
usually discouraged, because it's not easy to keep track of all the deps that
must be updated together with the main package.

In this case, the issue is that taglib is provided by the multimedia:libs
repository, so you have to add also that devel repo and update your system
before being able to use gerbera.
