Nothing *might* ... this is the widespread use case for autofs.  E.g. my home
directory as well as my login credentials are spreaded via NIS.  It makes no
sense if my home directory is not mountable at login.

IMHO NetworkManager.service has to be fixed for this use case.

Q: Why there is no comment from the NetworkManager people?
