This may also be related to how leap identifies in various grains. The command: salt-call --local service.get_all Will show the legacy init scripts but none of the systemd units available on a system. service.get_all is needed by other service modules like service.running or service.enabled, so salt states trying to ensure a service is running is currently broken. I personally haven't be able to track why this happens down.
