Minimal reproducing example:
curl --user-agent X11 http://hanzidb.org

So clearly not a Firefox bug, but the site administrator choosing to 403 all
HTTP user agents with a substring match "X11". Contact the site administrator
or work around by not sending a user agent for this site.
