Hello,

we having a problem that NetworkManager takes ~25seconds at boot and systemd
displays: "A start job is running for Network Manager ..." which disappears
after 25 seconds.

In our logs, we also have:

Note:
- Service org.freedesktop.login1 is failing with a time out
- There is a 20+ seconds delay while starting NetworkManager

Possibly, both issues are unrelated to the network manager errors, but still
these messages appear after the delay.
