The 13.2 32bit media shipped without these files and they will not
remaster the media once it has shipped.

As a work around you may be able to create a network install source and
place the Xen kernel/initrd in the boot/i386 directory (vmlinuz-xen and
initrd-xen).  You will likely have to generate the initrd-xen.
