There’s more, the executable can be called anything like refind on the internal, which can be set as a default boot. But on an external or internal you need to use the option key for, it must be BOOTX64 named, and the machine will find all of them. That prevents using s/efibootmgr. Requiring a system paired with an efi partition would be a disaster for me loosing all this flexibility and ease of recovery. These two machines are for development and so always serve multiple OSs. I am sure I’m not the only one since I work with the refind plus developer and know others have similar needs. If Linux needs to stop using /boot then a standard location should be established that contains all required boot modules in one place so boot managers like refind can accommodate them. Just nothing in efi required for booting. Hope this clears up what I am doing.
