The script was OK, the problem was that not going through pm-utils and just
relying on the script would run certain actions twice, once via systemd
natively and once via my script and in no particular order.

There are also packages using the hooks, I know of storage-fixup.

I fully agree with that. One big problem with migrating pm-utils package and
user hooks to systemd hooks is that systemd executes everything in parallel
whereas the pm-utils hooks had a defined order.
