Maybe it is an upgrade specific problem that the logrotate timer is not enabled
and the presets are not used in this case?

On all my upgraded systems 
systemctl list-timers 
did not show logrotate.timer and the logfiles were never rotated after the
upgrade until following the procedure in the description.

If "Persistent=true" is not supported in 13.2 another working solution is
required for systems which are not running at night. 
Or it should be mentioned in the release notes that some administrative action
is necessary - in case there are concerns to overwrite user specified settings
with presets.
