The kaffeine package in KDE:Extra now installs the solid actions to the "KDE5"
location too, so this should work when the new package is published (also on
Tumbleweed).

I don't think this alone warrants an official update for Leap 42.1 though.

Btw, you can also fix such problems yourself by copying/symlinking the
corresponding .desktop files from /usr/share/kde4/apps/solid/actions/ to
/usr/share/solid/actions/.
It's still a good idea to report them though, so this can be done in the
official packages. ;-)

For VLC this has been reported in Bug#960621 btw, and a "fix" has been
submitted also to the openSUSE package.

As mentioned, openSUSE's k3b package (even the one included in Leap 42.1)
should have the actions in Plasma5 as well.

So let's instead close this as FIXED...
