chromaprint-ffmpeg-pkgconfig.patch removes a line that is looking for libswresample, which results in building the fpcalc binary without -DHAVE_SWRESAMPLE, disabling the resampling support. This is needed to fingerprint audio streams which don't have a sample rate of 44100 Hz. This also affects the packages in Tumbleweed and Leap 42.1
