## Summary

install a PV or FV guest on a XEN server with snapshot 20210924 via
virt-manager or virt-install command line, the guests fail to boot up with
dracut-initqueue errors.

## Reproduce steps

host: 
server with snapshot 20210924
zypper in -t pattern xen_server xen_tools
reboot and boot up from xen entry

1. open remote virt-manager to connect to the xen server 
2. click 'create a new virtual machine' 
3. choose network install and 'fullvirt' type
4. default 2G memory and 2 vCPUs, 20G disk image and default network
5. begin to install
6. choose 'Desktop with GNOME'
7. use suggested partitioning
8. disable firewall and enable ssh
9. everything looks fine during installation
10. 'reboot' prompt then reboot the guest
11. guest fail to boot up with errors below
