Yes, I'd say an email to opensuse-factory or opensuse-packaging would be
sufficient. If you're really motivated, then you could use dnf repoquery and/or
osc whatdependson to find out which packages have a build or runtime dependency
on libclang and CC the affected maintainers. But that is a lot more work than
just email the mailinglist (although there's probably somewhere a script to do
this floating around).
