Some more on how this behaves.
When having two users open e.g. A and B.
When shifting with ctrl+alt+Fn from B (F8) to A (F9), it asks the password
(with a regular SDDM screen) for A.
You give the password and it opens instead the very session B you are coming
from.
You shift again session with ctrl+alt+Fn to reach A: no password is required
(grace period) and you now you are in A.
Now you have F7 = A, F=8 empty, F9=B.
By what I see this is an SDDM and not a plasma problem. I change this in the
bug description.
