Leap and SLE should always be consistent unless there is a good reason - one
good enough for me to explain to SUSE Product Management when I get grumpy
emails from them asking why Leap and SLE are not consistent ;)

I don't see a good reason for Leap and SLE diverging in this case, so I'd vote
for Option 1, unless there are details I am missing :)
