IMHO a list of services which should not be restarted may added to
/etc/sysconfig/services then this list can be used to be skip exactly this
services from getting restarted.  Currently there are xdm and other display
managers ... maybe sshd, and some others .. xen?

Sorry but I prefere to get SLES and openSUSE in sync at this point.  Even if
this requires a veto from my side.

We could also discuss about the defaults in /etc/sysconfig/services ...
nevertheless for a security fix for e.g. postfix or any other network based
daemon you really like to have a restart in case of an update.  And this was
the reason for this feature. And this is alos useful even for openSUSE based
systems out there.
