Notifications are not working in opensuse LXDE 13.2 and Tumbleweed. You can
verify it by typing  

     notify-send ���test���

for example. It is easily fixed by adding a file named

     org.freedesktop.Notifications.service

to the folder

     /usr/share/dbus-1/services

with this contains:

     [D-BUS Service]
     Name=org.freedesktop.Notifications
     Exec=/usr/lib/notification-daemon

and restarting the computer.
