To clarify: This bug is assigned to libzypp, which is used by the PK backend as
well as by YAST and zypper. It's libzypps current locking policy which causes
the PK backend blocking YAST and zypper (and vice versa). This is what will be
addressed here.

For anything truly PK related, like the above unhelpful PackageKit dialog,
please open a separate bug and assign component GNOME. This is where PK is
maintained.
