Huh? I am not sure what you are doing, but plenty of mc packages for many
releases, including Tumbleweed, are returned.
Case in point: https://software.opensuse.org/package/mc
Closing this issue as you so not seem to be using the search correctly.

This is not how Tumbleweed works, sorry. If you are on Tumbleweed, an earlier
version will simply not be offered.

If not already done so, please report a bug against the mc package for a fix to
be applied. If you have a post 4.8.18 git commit, even better.
