this bug is not fixed yet (tested with 13.1 currently available to me), and
apache2.service still contains only

Before=getty@tty1.service

Should I submit apache2.service with

Before=getty@tty1.service plymouth-quit.service xdm.service

?

After adding this to apache2 service, it seems to work with graphical or text
console of plymouth and even with plymouth.enable=0.
