The good thing is: reported in 42.3 but in 15.2 currently, the wizard for the
creation of IMAP accounts and of Pop accounts is still broken.
So reopen. 

(For one time you will not have to be "sorry for not having fixed it in a
livetime of the release of 42.3).

What does the software do:
Choose: create a new pop account or imap account. 
Choose: do not download settings from the provider (as you wish e.g. not
starttls but ssl - a note, when using that feature interestingly every time the
less secure method is selected. Maybe the component should be erased all
together?). 
Now: when giving the input: e.g. name of the account, name of the user,
password and server then, giving O.K. creates:
an anomymous account called AccountPOP3. Although you gave it a name it is not
retained. Password and user are not retained and have to be put in manually. 
When saving, you see that although naming it differently, the name stays
anonimously as AccountPOP3. 
So the update of the name and the management of the account, the username and
the password within the wizard are broken and even manual settings are not
taken over. 
IMAP is the same, but as IMAP in 15.2 is unusable and broken, it is not
important. Try to fix at least the Pop creation. 
With SMTP, (which is asked during the wizard, the smtp settings you gave are
lost, an anonymous account without username, password,even server is created.
But without you asking for it, it is put as dominant smpt account. So the
wizard breaks also user settings, not only loosing them. 
Within the list of accounts active, you may define the order of them with
cursors. This feature is also broken. The available accounts, although listed
and created are not shown in the list of accounts to be ordered. So no account
can be changed in order. 

What the software should do: 
The wizard should setup an account according to the variables given by the
user, it should not loose username, password and settings. It should name
correctly the new account. It should also rename it once created if applicable.
Accounts in list should be known to the program and therefore it should be
possible to reorder the accounts. 
Feel free to ask me to open for some of these parts another bug, as everything
is broken, it is not easy to understand if this is all the same issue, or if
there are several things broken. 

The same breakages and errors applies if you choose "open a personalized
account". 
After restarting Kmail several times, it was able to finish, restart after
restart a working Pop account. It seems that the program crashes silently and
cannot save any information. However no segfault or complaint or advice pops
up.
