So libvirtd is working fine and the capabilities look good. How are you connecting to libvirtd with virt-manager? Are you starting virt-manager on the same host running libvirtd, connecting to qemu:///system ? Please attach /root/.cache/virt-manager/virt-manager.log from the machine running virt-manager. Hopefully it contains some hints.
