The documentation files were not in the wrong location actually. The bundle-lang packages installed them to /usr/share/doc-bundle/ on purpose, to not conflict with the standard packages. Unfortunately, khelpcenter5/kio has never been patched to use those other locations as well. The bundle-lang packages have been dropped completely now also in Tumbleweed (they were not used in Leap anymore since years), so this can be considered as fixed. For KDE applications, you need to install the corresponding xxx-lang package though to have translated docs if available.
