Seems to happen, when the last shutdown wasn't clean, and the log contains messages like these: systemd-cryptsetup[960]: Device root is still in use. systemd-cryptsetup[960]: Failed to deactivate: Device or resource busy systemd[1]: systemd-cryptsetup@root.service: Control process exited, code=exited, status=1/FAILURE After a clean shutdown the problem doesn't occur.
