I found this file while running a 5.5.7 kernel. After figuring out that sudo was not going to work, I did the echo. I had expected some reaction, did not even return to the prompt. I tried on other occasions, and got the same thinhg. At some later time I thought to continue with the re-making of the bcache set up. For not knowing what I was doing, it all worked fine. I was able to destroy and re-create the cached/caching set up. As far as I can tell, it is working. I am currently on a 5.6.2 kernel (Tumbleweed). I do not actually have a Leap 15.x system, I have been using Tumbleweed almost exclusively and have not updated past 42.3(?) on my leave-it-alone-and-don't-mess-with-it system. Gary B.
