Your installed gwenview is probably the KF5 based version now, okteta is KF5
based since 15.04.0, i.e. the April 2015 release.

So it seems this only affects KDE4 (or Qt4) applications...

Hm, I'm not quite sure what could cause this at the moment, but I'll try to
reproduce (have to install TW first though).
You use openbox as desktop session, right?

Does this also happen in a different session, e.g. IceWM, or on a fresh user
account?
