OF COURSE, as usual, nobody bothered to tell the YaST team about this. And now
our flagship configuration tool writes invalid entries to

  /etc/login.defs.d/70-yast.defs

    USERADD_CMD /usr/sbin/useradd.local
    USERDEL_PRECMD /usr/sbin/userdel-pre.local
    USERDEL_POSTCMD /usr/sbin/userdel-post.local

which only becomes apparent when the user ever invokes the YaST security module
and then uses the 'useradd' or 'userdel' commands manually.
