I have done several steps to use Hebrew as secondary language and I ran into several issues: 1) After defining Hebrew as secondary language, desktop titles, menus and text documents (by kwrite, internet browsers, etc.) are displayed in Hebrew (or multilingual), but I cannot swap keyboard to write in Hebrew. 2) I have tried to remove secondary language through Yast-Software-Language (gui) but no change done and desktop titles and menus are still displayed in Hebrew. 3) I would prefer having desktop titles and menus in English - the primary language. 4) I miss easy way to swap keyboard from primary language to the secondary and vice versa in same application (like kwrite) even in same row/line.
