I just experimented with a recent Tumbleweed installation ISO, and I can confirm this: No matter what I do, I cannot install without one of wicked or NetworkManager. I tried selecting a static IP in the network setup (from the proposal), and it insists on installing packages "wicked" and "firewalld". Entering the software selection again and confirming the conflict resolution with "don't install pattern yast-enhanced-base" (and 2 others) did not help. Selecting the conflict resolution "break pattern yast-enhanced-base" also did not help. I tried with "no IP setup (bonding)", and even then it's the same: It insists on installing packages "wicked" and "firewalld". Switching in the network setup to NetworkManager only makes the dependency problem worse.
