After getting the Fedora 29 key from
https://fedora.pkgs.org/29/fedora-updates-i386/fedora-gpg-keys-29-6.noarch.rpm.html
and pushing it to /var/tmp/osbuild-packagecache/Fedora:29/_pubkey, packages get
successfully built in offline mode. I guess there is some misconfiguration on
OBS side which results in wrong public key being stored in the package cache
directory.
