ok, branching elfutils in SP4 is new development. Then updating elfutils in earlier codestreams is nice to have but not critical. Without the elfutils update we cannot ship the tools required to develop the next SP kernel and KMPs on the current stable distribution in a supportable way (ie elfutils in core, dwarves in packagehub) but internally we can use an unsupported repository that overrides the core packages as needed.
