Dealing with the same issue, using Tumbleweed image from https://download.opensuse.org/tumbleweed/appliances/openSUSE-Tumbleweed-JeOS.x86_64-OpenStack-Cloud.qcow2 to spin up a DigitalOcean VM. I've pushed a few wicked/cloud-init units around using guestfish and haven't been able to resolve the problem yet.
