I think you are mistaken about the difference between a stable distribution and a rolling one. Leap 15.3 will not be updated to a newer vim just because it is available. If you have a specific item you need fixed file for that one. vim 8.2 is in Tumbleweed right now, and installable from the editors project on Leap 15.3 for your convenience. https://software.opensuse.org/ymp/editors/openSUSE_Leap_15.3/vim.ymp
