This should have been fixed in latest Tumbleweed. PackageKit's zypp backend
will
dup the system for tumbleweed.

Previously, a list of available updates were passed to update-packages call,
and
zypp backend looks for updates for each package in the list. Due to this,
libvlc5-3.0.0-2.1 was choosen for the update instead of libvlc5-2.1.5-111.1.

Closing this. If you are still reproduce this issue in latest tumbleweed, feel
free to reopen it.
