update-desktop-files, desktop-translation: First steps towards the upstreaming
of desktop-translation was done:

- Change in desktop-translations: New subpackage desktop-translation-source
provides a set of the source po files for the purpose of the compile time
installation.

- update-desktop-files: Now it is capable to merge downstream translations back
to the desktop file. The added code uses desktop-translation-source and merges
translations to the desktop file, exactly as upstream does. Additionally, it
creates set of patches and po files in an easily upstreamable forms. As a side
effect, it adds downstream translations to the desktop file during the
installation. It makes possible to drop special patches in the desktop
environments. It installs these files into the build results.
