You'd have to talk to e.g. Ancor who refactored yast2-country. He likely knows where yast stores what and where it gets it's mapping from. I wonder why Enlightenment bothers at all though. Keyboard and locale ($LANG) are set correctly already when you log in. You don't have to do anything.
