It appears there is a temporary downstream fix in the RHEL qemu package https://bugzilla.redhat.com/show_bug.cgi?id=1342999#c15 Since the package is in QA and not yet released, I don't think the sources are available to peek at their downstream fix. Comment #13 in the RH bug says "We just need to figure out whether libvirt stops setting the option, or whether qemu goes back to accepting and silently ignoring it for empty drives." Given the fix is in the qemu package, RH apparently went with the latter option. FYI, a proper upstream fix will be tracked by a cloned bug https://bugzilla.redhat.com/show_bug.cgi?id=1377321
