Comment # 8 on bug 980313 from Duncan Mac-Vicar

The plugin is harmless on openSUSE, the only thing it does is to emit an event
in the bus if the rpm db changes (so that the server side can request a new
list).

Having it as part of the minion avoids have to "manage" whether the plugin is
installed.

I hope nobody removed it.
